Current problems with the payment system have left recyclers unpaid for large sums. Some companies, such as ALS, have withdrawn from the marketplace. At the crux of the matter is a failure to understand the regulatory process from beginning to end. Only those that artificially limit suppliers and kowtow to agency demands will maintain a steady flow of revenue. Those that learn and take command of the regulatory process will be able to significantly increase market share.

The DTSC adopted its 160 page Universal Waste simplification rule-making proposal.  A review of the comments submitted showed that none of the recommendations from the industry were accepted.  A review of those submissions showed that none were submitted in the proper format.
